近日，欧盟知识产权局（EUIPO）发布了2021年上半年的申请数据报告，具体信息如下：

The EUIPO received a record 101,021 EU trade mark applications during the first six months of 2021, an increase of around 24 % compared with the same period last year. Registered Community Design filing volumes grew by almost 2 % over the same period.

数据显示，EUIPO在2021年前六个月收到了共101,021件欧盟商标申请，与去年同期相比增长了约24%。同时，注册欧盟外观设计申请量同期增长了近2%。

If the trend continues, the Office may end the year with an increase of close to 20 % compared to what was forecasted in the Office’s 2021 Work Programme. The chart below shows significant growth throughout the first half of the year. Demand was particularly high in the first quarter, reaching an all-time monthly record in March when almost 20,000 EUTM applications were received.

The increase in demand for EUTMs covered areas including data processing equipment and computers, business management, and scientific and technological services and research, it can be seen as a result of the ongoing recovery of the EU economy after the worldwide health and economic crisis caused by the COVID pandemic. This record increase shows the growing interest in IP rights as a driver for business success. European consumers are expected to gradually go back to the ‘new normal’ primarily due to the steady rollout of the COVID-19 vaccine in most EU/EEA countries.

When compared to the same period in 2020, overall RCD filing volumes, on the other hand, grew by almost 2 % during the first half of 2021, representing certain level of stagnation that was primarily propelled by a close to 15 % decrease in international RCD filings.

另一方面，与2020年同期相比，2021年上半年整体欧盟外观设计申请量增长了近2%，上半年国际外观设计专利的申请量减少了近15%，也导致欧盟的外观专利申请量产生了一定程度的停滞。

The Office is determined to move ahead with its strategy of ensuring that IP rights play a central role in the European innovation ecosystem. In doing so, it is preparing the ground for the substantial increase in resources it will need moving forward. Regarding the Service Charter, in spite of the increased filing demand and higher workload, the Office managed to absorb the increment while maintaining good timeliness and quality levels concerning the service delivered to EUTM and RCD applicants.

In the first 6 months of the year the Office examined 103 000 trade marks (27 % more than last year) and 54 000 designs (13.24 % more than last year) largely meeting all Service Charter and quality indicators despite such unprecedented growth.

今年前6个月，EUIPO审查了103,000件商标（比去年增加27%）和54,000件外观设计（比去年增加13.24%）。尽管增长量空前之高，但审查过程仍基本满足所有内部服务章程和质量指标。

During the second quarter, 16,304 EUTM Fast Track applications were examined and published successfully according to the committed time limit, which is currently at an average of 6.5 working days. The effort in dealing with the record increase in new TM and RCD filings has had an impact in other areas, in particular in inter partes decisions where the amount of decisions notified falls behind our yearly expectations.

根据统计数据显示，第二季度的16,304份快速通道申请的平均审查公告周期为6.5个工作日，属于在承诺的时间内。但在应对新商标和外观专利申请量大幅增长的同时，商标和专利申请的其他领域已直接或间接产生了影响，尤其是在各方之间的裁定中，目前通知的裁定数量低于年度预期。

Nevertheless, timeliness is still under control and so is the quality of the decisions. A situation that is also shared with other quality indicators that have varied slightly (e.g. number of decisions on RCD Registration, Absolute Grounds, Opposition and RCD Invalidity), but have nevertheless met the level of commitment in terms of quality of the decisions in all cases.
